This regulation is the first local regulation in China that focuses on the ice and snow industry, requiring city and county (district) governments to increase support for the ice and snow industry in terms of funding, land, research and development, financing, and other aspects. Support will be provided in accordance with relevant national and provincial regulations to promote the development of the ice and snow industry in areas such as investment attraction, construction and operation, and innovation of ice and snow culture.

Encourage and guide social capital to establish investment funds for the development of the ice and snow industry, which will be used to support the construction of ice and snow industry projects, brand cultivation, market promotion, talent cultivation, etc.

Encourage the application of high-tech such as big data, cloud computing, and artificial intelligence in the ice and snow industry to enhance its intelligence and informatization level. Promote the integration of the ice and snow industry with the digital economy, develop smart ice and snow sports, smart ice and snow cultural tourism, and innovate the ecological system of the ice and snow industry.

The regulation proposes to build new business models such as smart ice and snow sports and smart ice and snow cultural tourism, improve the ecological system of the ice and snow industry, and encourage social capital to participate in ice and snow technology research and development and scene applications. According to publicly available information, based on the existing foundation of ice and snow sports, Qitaihe plans to extend its industrial chain through digital transformation, with the goal of driving the ice and snow economy to exceed 10 billion yuan by 2030.
